Background of the System and Related Policies
PART ONE
Promotion of Sponge City Construction throughout the Territory
01 On April 26, 2021, the official website of the Ministry of Finance posted
the \"Notice on Carrying Out the Exemplary Construction of Sponge Cities
throughout the Territory\", which was jointly released by the General
Office of the Ministry of Finance, the General Office of the Ministry of
Housing and Urban-Rural Development and the General Office of the
Ministry of Water Resources. According to the document, in the period
covered by 14th Five-Year Plan, the three ministries will decide upon
some cities with good basic conditions, high enthusiasm and outstanding
characteristics through competitive selection to carry out the exemplary
and systematic construction of sponge cities throughout the territory; the
central financial will give ration subsidies to the exemplary cities.
Through the procedure specified in the above document, the three
ministries organized experts to review the exemplary competitiveness in
the systematic promotion of sponge city construction throughout the
territory in 2021.
Based on the results of the onsite review, the highest scoring 20 cities have
been selected as the first batch of exemplary cities, including: Tangshan,
Changzhi, Siping, Wuxi, Suqian, Hangzhou, Maanshan, Longyan,
Nanping, Yingtan, Weifang, Xinyang, Xiaogan, Yueyang, Guangzhou,
Shantou, Luzhou, Tongchuan, Tianshui, Wulumuqi.

A sponge city is an oasis
Sponge city means that a city has good \"flexibility\" in getting adapted to
environmental changes and responding to natural disasters. When it
rains, the city can absorb water, stores water, enables the infiltration of
water and purifies water just like a sponge. When necessary, it can
\"release\" the stored water for utilization so that the city can turn into a
super sponge that can absorb rainwater, filter air and filter out pollutants
to achieve the benefits of lowering temperature, preventing flood,
combating drought and reducing carbon. Sponge city is exactly an \"oasis\"

Policy Support for Green Buildings
For all-round implementation of the spirit of the 19th CPC Congress and its Second, Third and
Fourth Plenary Sessions and for in-depth implementation of the ideas of Xi Jinping about ecological
civilization, this plan has been made as required by the \"Notice of National Development and Reform
Commission on Distributing the 'Mater Plan for the Campaign of Creating Green Life'\" (Fa Gai
Huan Zi [2019] No. 1696) to drive the quality development of green buildings.
By 2022, we have witnessed an area of green buildings that accounted for the new urban buildings
constructed in the year, continuous increase in star-class green buildings, constant rise in the energy
efficiency level of existing buildings, unceasing improvement of the health performance of
residences, rising proportion of assembled construction mode, further expanded application of green
building materials, all-round promotion of the supervision by users of green residences and people's
enthusiastic participation in the activity of creating green buildings, all contributing to formation of
a social atmosphere that advocates green life.

In December 2020, the Information Office of the State Council released the white book \"Energy in
China's New Era\", which clearly portrays the \"Roadmap\" for China to achieve carbon neutrality by
2060. At the central economic working conference held recently, the achievement of \"peak carbon
dioxide emission in 2030\" and \"carbon neutrality in 2060\" was listed as one of the 8 key tasks of 2021.

3 Design of the System
PART THERE
05 CKS Oasis Rainwater Management System is composed of three parts: Planted composite waterproof system, protective siphon drainage system,
rainwater collection & utilization system. The designed structure features low carbon, energy conservation and good \"flexibility\" in suiting
environmental changes and natural disasters to achieve the functions of waterproof, drainage, water collection, storage and purification that
combine waterproofing, drainage and utilization. It contributes to the formation of \"oasis\"-like urban cluster of buildings and represent the major
development direction for urban construction and planning.
According to Article 3.0.7 of \"Technical Rules for Planted Roof Projects\" JGJ 155-2013, the waterproof layer of planted roofs should meet the
requirements for class-1 waterproof and must have at least one layer of waterproof materials having the performance of resisting root puncture, and
the materials used for the waterproof layer should have good compatibility.

Composition of the System
The protective siphon drainage system is composed of HDPE waterproof & drainage protective board, siphon drainpipe, air permeable tube, observation well
and infiltration enhancement device.
Operating Principle
The water that infiltrates into soil continuously flows to the siphon drainpipe through the HDPE waterproof & drainage protective board. A vent
pipe is installed on the siphon drainpipe for the water inside the drainpipe to quickly gather at the outlet under the effect of space, gravity and air
pressure. Using the method of pipe tapering, the outlet causes the straight pipe of siphon to form full flow, thereby forming a siphon. The water in
the siphon drainpipe is continuously sucked into the observation well, where it is discharged into the rainwater collection and utilization system.
Thus, a shift takes place from the past passive squeezing drainage to the present active siphon drainage, thereby really achieving organized drainage
of zero slope.

Comparison between the siphon drainage system and the node layer of traditional
planted roofs
Following the ecology first principle, the system combines natural routes with artificial measures.
Under the precondition of ensuring safety in urban drainage and prevention of waterlogging, it has realized the storage,
infiltration and purification of rainwater in urban areas and promotes the utilization of rainwater resources and protection of
ecological environment.
Composition of the System
The rainwater collection and utilization system is composed of
rainwater sewage interception & hanging basket device,
discarding filtering device, water storage system and
purification system.
Operating Principle
A rainwater cistern (composed of several rainwater modules)
is installed underground to collect rainwater through the
collection pipe, which is then purified through the rainwater
purification device to reach the designed standard for use.
Then, the water is fed to the ground through the discharging
tube of the water pump. The rainwater on a roof is relatively
clean and contains less impurities, mud and other pollutants. It
can be discharged into the water storage system directly after
discarding and simple filtration to be treated before use. After
being treated, the rainwater is used to wash toilets, sprinkle
road surfaces, irrigate lawns, replenish the water of
waterscapes. It is even used as circulating cooling water and
fire control water.

CKS New Modular Cistern Cistern of Steel Reinforced Concrete and
Stainless Steel
The cisterns of concrete and stainless steel have high
requirements for structure, construction technology
and worksite conditions, and need the support of
large machinery.
A cistern of concrete has poor crack resistance, a
short service life and easiness in causing seepage.
A cistern of concrete involves complicated
construction technologies, many processes (mould
erection, steel binding, concrete pouring,
maintenance). Its construction period is long so that
work is seriously affected by season and weather.
The heavy deadweight of a concrete cistern is easy to
cause uneven precipitation
The surface of a stainless steel cistern has a low load
bearing.
For the cisterns of concrete and stainless steel, the
materials cannot be recycled after being scrapped and
may cause secondary pollution of environment.
Once damaged, the cisterns of concrete and stainless
steel are hard to repair and consolidate. They are also
hard to clean and high in cost.

HDPE waterproof and drainage protective board uses HDPE as raw materials. It is a shell structure formed by the continuous airtight shell that is a
one-way or two-way semi cone, cylinder or semi circle, which is manufactured through vacuum plastic uptake or mould stamping in a melt-out
state. The product has 3D drainage space and a certain support rigidity, which enable liquid and gas to flow inside it. The composite geotechnical

The product is self-adhesive waterproof coiled materials synthesized
through special processes, which have mid enhanced padding and use
imported chemical root blocker, with polymer modified asphalt, e.g. butyl
and butyl benzene, as self-adhesive materials. It can bond with the
substrate reliably and has exceptional waterproof performance. Meanwhile,
it also has the function of blocking the puncture by plant roots.

bridges, square ground and top plates of basements
The product can effectively prevent plant roots from piercing through
the coiled materials for long to maintain the integrity of the waterproof
layer, without affecting the normal growth of plants.

chlorine elements, heavy metals or substances harmful to plant roots provides better ecological effect. It is characterized by a strong ability to block
the puncture by plant roots, a long service life, stable performance and reliable quality. The material has the same waterproof performance as the
coiled materials of TPO, plus the function of blocking the puncture by plant roots.
Applicable to all types of planted waterproof projects, e.g.

The product is mainly composed of special-performance TPO sheets, self-adhesive layer of refined butyl rubber and isolation layer. TPO sheet is
polymerized from ethylene, propylene and butene. It has the excellent ageing resistance of ethylene-propylene rubber (EPR) and the welding
performance of resin materials. The coiled materials can bond with concrete closely through wet and dry pavement. The absence of chlorine

17 Manual of CKS Oasis Rainwater Management System Precipitation observation well is a prefabricated structure used for
regular observation, testing and protection of the siphon drainage
system. Using inorganic nonmetallic materials with excellent
mechanical performance as lining media, the product has a mechanical
performance far better than similar products. Especially, its exceptional
compressive property enables long-term stability and can eliminate
embrittlement and fracture.
This is an adhesive tape of high polymer. It uses polyester film as
enhancement materials and uses polymer modified asphalt
containing coagents as coating material. The product is
characterized by excellent adhesive performance and no release
of pungent odor.
The air permeable observation tube is installed at the starting point of
siphon drainpipe to enable permeation in a state of drainage so as to
reduce the negative pressure formed by drainage. In a state of dry
weather, it also enables permeation to provide oxygen to the roots of
plants.
Product Profile
Geotechnical cloth is a new building material and uses synthetic
polypropylene fiber as raw material. Its unique wick effect enables
water to pass through fiber pores. The product features good air
permeability, water absorption and water transmissibility. Compared
with the other fibers of polypropylene, it has the excellent performance

Product Profile
Composed of filter screen, basket, hull and hook, the product is used to intercept
the wastes that cause serious pollution in the early period of a rainfall. The
combined use thereof can effectively intercept pollutants, which will all fall into
the basket. During regular inspection, just uncover the unit and use a hook to take
out the basket and dump everything in it. Highly convenient.
The device is used to automatically discharge part of the rainwater causing serious
pollution in the early period of a rainfall and provide preliminary filtration of the
rainwater collected later. At the initial stage, a small quantity of rainwater directly
pounds the stainless steel ball that controls the sewage pipe. Before the ball shuts
down the pipe, a small quantity of rainwater is discharged directly through the
sewage pipe under the effect of gravity. After the rainfall increases, the stainless
steel ball will shut down the pipe directly to cause the rainwater to change its flow
direction and run toward the filter screen and complete the process of discarding
and filtration through the collection pipeline. The discarding quantity is
controlled by an internal spring. Currently, the quantity of rainwater that can be
discarded is 5-10% of the rainfall, equal to about 2mm of rainfall each time.

stainless steel that has a filter precision of 0.4MM. Inside the device is an

Plan the snapping of lines according to the locations on the
construction drawings;
Lay the strong adhesive tapes with the planned snapping line as center;
Lay the siphon drainpipe;
Lay the HDPE waterproof and drainage protective board;
During the laying of the HDPE waterproof and drainage protective
board, the sheets are required to unfold naturally and spread top-down
relaxantly along the side wall. During laying, the sheets should be flat,
neat and free of any wrinkle;
Lapping treatment: According to design or actual requirements,
bonding or welding may be selected. On the long side, the lapping
length is 100-150mm; on the short line side, the bulge needs a lapping
of at least 100mm before bonding and sealing treatment. For
installation of the HDPE waterproof and drainage protective board,
the laying is done directly on the side wall. The splicing of sheets uses
self-adhesive tape lapping or welding.
Treatment of drainage outlet and bulge: As required by design,
where a place is reserved for the drainage outlet, cut out a hole
for the HDPE waterproof and drainage protective board to
connect with the drainage system on the entire side wall. Where
the cutting is made, CKS tapes or sealant needs to be used for
sealing to ensure the integrity of the board. For the bulge, a hole
also needs to be cut out before CKS tape or sealant is used for
sealing.
Install air-permeable observation tube and dust cover;
Lay the geotechnical cloth to cover the siphon drainpipe; bond
the seams of the geotechnical cloth;
Install the siphon tube according to the working drawing;
Install the observation well according to the working drawing;
the height of the observation well is decided by the thickness of
the earthing.
